Depending on your connection and how many other ppl are sharing this can take some hours.
Empty folders usually get filled later if there wasnt just a troll adding an empty folder-.-
The folder .SyncArchive contains deleted or different versions of files. You should move them back if it's actually content and delete it if it's crap.
Files ending with .!sync are incomplete just wait a bit.
If you wanna permanently remove content you need to exit BTsync add the files/folders to the .SyncIgnore file then delete the files/folders and run BTSync again.

If the swarm is not very small or most peers do not have the requested files/parts this should not be a problem. Slower upload just means they should upload longer. Just limit the upload to 50+% of you max upload then let it run as long as possible.

Full access means ppl can add something or delete it. But new peer who have nothing yet request everything (actually 22GB) Which means you upload theoretically 22GB but you should not be alone and you did DL'd these 22GB too so its fair to upload it for others;)

Only OP can add or delete. Every day some MB gets added and synced with all peers. Thats usually done in a few min thats why these folders aren't that active.
/cam/ is open but not much ppl add stuff there an it's therefore usually 100% synced if no new peers join.
